The beach on the harbor is a peaceful public spot. We had no trouble finding ample free parking during our visit on Memorial Day weekend. The sand is alright, although there are quite a few shells, rocks, and pebbles. If you're fortunate, you might even come across a horseshoe crab in the water.
Great park and smaller beach! It is $30 for a day pass with parking if you are coming from out of state, otherwise it is free. We came here looking for sea glass and found some. It wasn't a lot but some nice small frosty pieces. The rocky outcroppings are very picturesque and there are multiple areas you can walk along them, especially by the lighthouse. There are so many places to sit in the shade or bathe in the sun. There was also a sort of water sprinkler playset for the kids. Parking was plentiful and there were people fishing. I will definitely come back here again since this was one of the few public access beaches we found on our trip, even with the parking fee.
